国家自主性与再分配能力：转型中国分配正义的一个解释框架

Distributive justice co-exists with human .Whether to solve the problem of distributive justice is directly related to the success or failure of human society .There are two main factors which influence redis-tributive Justice:one is the nation’s“fiscal capacity” as the“input” end, the other is the nation’s“redistri-bution ability” as the “output” end.In the transformation of China , due to the restriction of state autonomy loss, on the basis of economic growth and strong fiscal capacity , the powerful redistribution ability has not been realized, which seriously affects the distributive justice .Therefore, to promote the distributive justice of the transformation of China , China ’ s state autonomy should be reconstructed on the premise of the guarantee of strong fiscal capacity to achieve strong redistribution ability .%分配正义是与人类同生共存的问题。能否解决好分配正义问题，直接关系着人类社会的兴衰成败。影响再分配正义的因素主要有两个：一个是作为“输入”端的国家“财政汲取能力”，一个是作为“输出”端的国家“再分配能力”。转型中国，由于受“国家自主性”流失的制约，在经济增长和“财政汲取能力”较强的基础上，并没有实现强大的“再分配能力”，从而严重影响了分配正义。因此，要推进转型中国的分配正义，应该在确保强大的“财政汲取能力”的前提下，重建转型中国的“国家自主性”，以实现强大的“再分配能力”。
