转移支付经济增长效应：效率还是公平--单方程与联立方程模型的检验

摘要

随着财税体制改革的推进，我国转移支付的地区财力均等化功能日益增强。一个重要的问题是，转移支付促进地区财力均等化的政策导向是否会导致效率损失。笔者在转移支付经济效应理论分析的基础上，运用单方程与联立方程模型对这一问题进行了实证检验。结论表明，我国转移支付总体上有利于经济增长，其在促进地区公平的同时也有利于效率的提高。笔者最后对其原因进行了解释，并提出相关政策建议。%With the advancement of fiscal system reform , the fiscal capacity equalization function of inter-governmental transfers in China has strengthened gradually .Whether more equalization policy will lead to effi-ciency losses is an important issue both theoretically and practically .After theoretical analysis of the economic effects of intergovernmental transfers , the article investigates this issue empirically both with single-and multi-equation models .The result shows that intergovernmental transfers in China are conducive to economic growth , which can get hold of it , even at the same time , promote regional equality .After some explanations of the rea-sons for the results , some relevant policy implications are put forward lastly .
