民间公共组织在社会治理中的作用、困境及其出路

摘要

随着社会转型，一个以政府为主导、市场作调节、民间主动参与的社会治理模式呈现在社会面前，民间公共组织作为主要的社会治理参与方有着重要地位；民间公共组织在社会救助、危机救援、社会治理、政策调节等方面有着其不可替代的作用。由于身份尴尬、资金匮乏、制度保障不全等现状，民间公共组织作为政府组织的最大补充力量需要政府治理、社会参与及其自身改革，方能更加规范地为社会提供服务。%With the transformation of society , a mode of social management comes out , which is led by the government , adjusted by the market and participated by the folk . As the main participants of social management , nongovernmental public organizations play an importent role and are irreplaceable in many fields , such as social assistance , crisis rescue , social management and policy adjustment . Because of the embarrassed status , lack of funds and shortage of institution , nongovernmental public organizations , as the largest added power to governmental organizations , need governmental management , social participanting and their own reform to serve the social more normally .
