A three-layer forward neural network construction is built in the paper, combining the fuzzy optimum selection theory with the neural network. The network, which is operated with the improved BP algorithm, is applied to the evaluation of hydropower investment projects.Application shows that the result of evaluation is more reasonable, and it possesses practicality, objectivity and generality.%建立了一个三层前向式神经网络结构,将模糊优选理论与神经网络理论相结合,通过改进的BP算法对网络进行训练,并把该网络用于对水利投资项目的评价.应用成果表明模糊优选神经网络用于水利投资项目评价结果更加合理,并且具有简单实用、客观准确的优点,有着广泛的应用前景.
