小议“公地悲剧”对我国自然资源产权制度的建议

摘要

“公地悲剧”是指个体在没有相应制度约束下理性追求最大化利益，其短期行为对公共利益、公共资源造成了损失，反映的是个体理性决策导致了集体的非理性后果。因此，要通过进一步明晰各类公有产权的边界，在不改变现有体制的基础上，放活各类使用权，建立起严格规范的产权交易制度、及资源和环境产权保护制度，建构符合我国国情、同时又具有中国特色的社会主义自然资源产权制度。%The "tragedy of the Commons" refers that individuals rationally pursuit of maximum benefits, but the behavior caused a loss of public interest and public resources, which reflects the rationality decisions of individual led to irrational consequences. Thus, we should clarify all kinds of public property boundaries, but not change the existing system, and establish a strict system of property rights trading and environmental property rights for con-structing a property right system of natural resources that conforms to China's national conditions and the socialism with Chinese characteristics.
