保障粮食安全是我国政府义不容辞的责任和义务。当前我国粮食安全政府责任监管机制建设，存在立法不完备、效力层级低、操作性匮乏等缺陷。这些缺陷形成的原因客观多样，既源于立法不完善，又在于监管主体权责不清、行政问责制不健全、外部监督机制不足等。促进粮食安全监管政府责任追究机制创新，应当从完善立法和健全内外监督机制入手而展开。%Ensuring food security is the duty-bound responsibility and obligation for the government.Currently, the construction of the government responsibility supervision mechanism for food security has some defects,such as incomplete legislation,low effectiveness and lack of operational.These obj ective reasons for the formation of these defects are various,be-cause of the incomplete legislation,unclear responsibility of the supervision subj ect,inadequate administrative system of ac-countability,lack of external supervision mechanisms and so on.To promote the innovation of government accountability mech-anisms in food security supervision,we should start from the improvement of legislation and the internal and external supervi-sion mechanisms.
