我国竞技体育人才的非正常流动及其应对策略

     

摘要

Due to the different training conditions and physical strength in China’s provinces and cities, the flow of atheltic sports talents has become an objective demand and inevitable trend. It has also become a disadvantage for the reform and development of the athletic sports, which restrains the balanced and sustainable development of athletic sports. The reasons for the abnormal flow of athletic talents are as follows: “gold medal strategy”, “local protectionism” of the provinces and cities, and “commercial interests” temptation; the profit-oriented ideas of some leadership and decision-makers; unclear property ownership of athletes’ achievements; some athletes’ and coaches’ departure from their original intention under the temptation of rich interests. The strategies that can be taken are as follows:increasing the athletic sports talents’ material and spiritual investment, establishing the electronic registration system, using electronic management of the coaches’ and athletes’ information, intensifying the efforts to punish and establishing a fair competitive arena, and strengthening the training and management of sports agents.%  由于我国各省、市区的训练条件和体育实力不同,竞技体育人才流动已成为客观要求和必然趋势。但竞技体育人才的非正常流动也成为我国竞技体育改革和发展的一个弊病,制约着竞技体育的均衡可持续发展。竞技人才非正常流动出现的原因大致如下:“金牌战略”,各省、市区的“地方保护主义”和“商业利益”的诱惑;一些领导和决策层存在急功近利的思想;运动员比赛成绩的产权归属不明晰;部分运动员和教练员在丰厚的利益诱惑下容易把持不住,背离初衷。应对策略:加大对竞技体育人才的物质和精神投入;建立“电子户籍制”,对教练员和运动员的信息采用电子化管理;加大惩治力度,建立公平竞争的舞台;加强体育经纪人的培训和管理。
