社会性突发事件升级的诱因及其治理路径

摘要

Deterioration of social emergencies had caused serious social consequences. The causes of deterioration lie in the physiological and psychological response of the individuals or groups,the social support, and the retarded action of the governance subject.To effectively prevent and control the deterioration,this thesis suggests that measures should be taken to strengthen the psychological guidance of individuals or groups in the event,to improve the governance capability of local governments and law enforcement agencies,and to establish effective governance mechanism of public participation,so as to form a pattern of social collaborative governance.%社会性突发事件升级对我国人民群众的生命财产安全构成了严重威胁，极大地冲击着社会秩序。其升级的诱因主要与事件中个体或群体的生理心理应激反应、获得的社会支持和治理主体的迟钝行为有关。要科学合理有效地防治社会性突发事件的升级扩散，必须加强对事件中个体或群体的心理疏导，提高地方政府和执法机关的管治能力，建立公众参与的有效治理机制，从而形成社会协同治理的格局。
