新常态下中国高尔夫产业的制度创新

摘要

中国经济的新常态改变了中国高尔夫产业发展的政治形势和经济形势,对中国高尔夫产业的生存与发展提出新的挑战.运用逻辑分析法和公共政策分析法,分析了新形势下中国高尔夫产业存在的大众认可度较低和体制机制制约等现实问题;提出高尔夫产业回归体育属性、面向大众满足多元体育需求、落实现代市场经济体制双层构架下的市场决定资源配置机制、理顺管理机制、完善法律法规和政策体系等制度创新建议,为高尔夫企业、行业组织以及行政部门提供参考依据.%The new normal of China's economy has changed the political and economic situation in China's golf industry, and poses new challenges to the survival and development of China's golf industry.By the logic method and the public policy analysis method, the paper analyzes the practical problems such as the low recognition of the golf industry in China under the new situation and the restriction of system and mechanism of the golf industry.This paper puts forward some institutional innovation proposals including returning the golf industry to the sports attributes, meeting the needs of the masses to meet the needs of diversified sports, implementing the mechanism of market-determined resources allocation under the double-decked framework of modern market economic system, rationalizing the management mechanism, improving the laws, regulations, policies and systems.This article serves as references for golf enterprises, industry organizations and administrative departments.
