Improving youth peasant workers quality can be done through perfecting youth peasant workers cultivation system guarantee, constructing a sound institutional environment; optimizating education environment of young peasant worker quality cultivation, giving full play to local college's social service function; carrying out youth peasant workers quality training projects, improving the professional skills; constructing young peasant worker quality cultivation culture environment, promoting the cultural and psychological identity, which should have the proper meanings of the new rural construction and scientific urbanization construction from the perspective of constructing the harmonious society.%提升青年农民工素质可以通过完善青年农民工培育的制度保障，建设良好的制度环境；优化青年农民工素质培育的教育环境，发挥地方高校社会服务功能；开展青年农民工素质培训项目，提高其职业技能素质；构建青年农民工素质培育的文化环境，促进其文化及心理认同，这是在构建和谐社会视角下，新农村建设以及科学的城市化建设的应有之义。
