激励、价值与有效性:三权视角下政府绩效评价监督的模型选择

摘要

政府绩效评价监管效率取决于三权形成的关系,在归纳凝炼政府绩效评价监管与结果使用的基础理论模型的基础上,从基础模型具有的单一功能出发,分析其特征与适用条件,进而研究在模型选择过程中不同环节上存在的激励效果、价值生成和有效性问题,将时间维度引入分析框架,构建动态监管机制下的模型选择策略.%The efficiency of government performance evaluation and supervision depends on the relationships between the three powers.Based on a summary of the basic theoretical model of the supervision of the government performance evaluation and its consequent application,and starting from the sole function of the basic models,this paper analyzes the characteristics and application conditions of different models.In addition,it studies the stimula-tion results,value generation and efficiency of the model selection in different procedures.At last,this article adds time dimension to the model to construct the model selection strategy in a dynamic supervision system.
