Starting from the perspective of tourism system,this paper divides the 2000 years history of tourism development in Guangzhou into four stages,i. e.,stage of tourism infancy,stage of booming,stage of exploration,stage of development,etc. Tourism system of different stages and their features are looked into. It holds that development of those four stages is symbolized by changes of tourism systems within and the role of each system differs from one other. The basic social system and the overall development system of Guangzhou played a fundamental role in this period,which provides good environment for the development of tourism. The different internal systems of tourism play a decisive role in its later development. The interaction among different tourism institutions contributes to the development of Guangzhou’s tourism.%文章从旅游制度视角，将广州市两千多年的旅游发展历史分为四个阶段，即旅游业萌芽阶段、旅游业兴起阶段、旅游业探索阶段、旅游业发展阶段，分析了广州市各个旅游发展阶段的旅游制度状况及其特点。文章认为，这四个时期的发展是以广州市旅游制度的变迁为标志的，各种旅游制度在其中起到的作用各不相同。广州的社会基本制度与总体发展制度等起到了基础性的作用，为广州旅游发展创造着各种条件。各种旅游行业的内生制度在旅游发展中起到了关键性作用，决定了广州市旅游发展的水平与阶段。各种旅游制度间互动共同推动着广州旅游业的发展与演化。
