运用广西2001—2010年R&D经费投入数据，进行比较分析，我们发现：10年来，广西R&D经费投入强度比较低，2010年相当于全国水平的36.9%，不仅大大低于发达国家水平，也低于“金砖四国”水平；经费来源方面，企业资金占据主体，属于企业主体型，存在政府缺位现象；与主要发达国家相比，经费支出结构上企业比例偏低，而科研机构比例偏高；经费活动分配上，试验发展比例过高，基础研究和应用研究比例偏低。政策建议是：全社会加大对R&D经费投入；加大政府对企业的研发经费投入；优化R&D经费的使用结构；提高政府R&D活动经费的使用效果；建立健全科技创新体制；深化科技开放合作。% The paper makes a comparative analysis of the data of investment funds into R & D in Guangxi from 2001 to 2010. The result shows: relatively less funds was invested into R & D in Guangxi within the ten years, equivalent to 36.9% of the national level in 2010, which was not only below the advanced level of developed countries, but also lower than the “BRIC”; the sources of R & D funds mainly comes from enterprises, and this lead to the phenomenon of “absence of government”; compared with the major devel-oped countries, the expenditure proportion in enterprises are relatively low and the proportion in scientific research institutions are relatively high; high proportion funds are expended on test development, but lower proportion funds are expended on basic research and applied research. Policy Suggestions are: increasing investment into R & D; increasing government investment funds to enterprises R & D; optimizins the use structure of the R & D funds; improving the effect of the R & D funds; establishing a sound scientific and technological innovation system; deepening science and technology opening cooperation.
