浅谈依托网络民意的行政决策机制构建

摘要

This thesis puts forwards the system construction of administrative decisions according to netizen opinions to boost the science of Chinese decisions and the process of democratization,in order to perform the ruling idea better,improve the rules of administrative decisions,clear the responsibility of administrative decisions and supervise the effect of administrative decisions.%面对信息时代互联网汇聚无数精英与草根的现状,要求我党和政府要深入群众争取网络阵地。随着网络民意的不断发展和网民群体结构的日益成熟,网络民意在诸多大事件中浮出水面,＂沉默的大多数＂开始寻找发声的突破口,为更好地贯彻＂权为民所用,情为民所系,利为民所谋＂的执政理念;完善行政决策规则,明确行政决策责任,监督行政决策效果,在此提出依托网络民意的行政决策机制构建,以期进一步加快中国决策科学化、民主化进程。
