非政府组织（NGO）是20世纪后半期兴起的社会民间组织,作为公民社会的重要组成部分,在国家和社会公共事务治理过程中发挥了越来越重要的作用。本文从非政府组织的定义和分类入手,通过对非政府组织的产生及相关背景进行梳理,回顾了国内外非政府组织的基本特征和历史沿革。%NGOs are the social civil organizations which bloomed till the second half of the 20th century. As an important part of citizen society, NGOs have become increasingly important in the governance of national and social public affairs. This article firstly clarifies the defini- tion and classification of NGOs and then reviews their emergence and background. Finally their features and periodical development at home and abroad were reviewed.
