广州市政府结合地方现实条件，提出在新型化城市建设进程中，将广州建设为国际商贸中心城市的规划设想。从宏观的时代语境以及国家整体的发展背景出发，广州国际商贸中心城市建设进程不仅仅要考虑实施中的“技术”问题，还必须将这个进程与法治化建设进程统一起来，将发展的价值含量灌注到建设过程中，即整合国际商贸中心城市建设与地方法治化发展两大进程，保证建设和地方社会、公民的权利发展诉求能够和谐统一，这才是国际商贸中心城市建设的应有之义与必由之路。%It is, following a realistic consideration, argued that Guangzhou has the potential to develop into a central city of international commerce and trade in urbanization processing. In the historical and national context as a whole, there are some“technical matters”to cope with, and as well, some legislation issues to address (such as observation of basic principles and rules) in the construction of this central city. To put it concretely, it is necessary to integrate both building of such a central city and the local legislation developing so as to insure that urbanization progress, local development and citizen rights will be in perfect harmony. This is the special significance and all-around way for building up a central city of international commerce and trade.
