海洋生态补偿方法以及国内外研究进展

摘要

This articledescribes the current threeways of marine ecological compensation which are applicable both at home and abroad ,including financial compensation ,resource compensation and habitat compensation .The article compares the three ways from the aspects of the main body ,applicablescope ,prior-period investment ,economic and environmental benefits .Through the comparison ,the articlefinds out that the habitat compensation is the best way for themarine ecological compensation .Additionally ,this article also describes the progress on the research and im-plementationof marine ecological compensation at home and abroad ,and puts forward somerecommendations ofmarine ecological compensation for Chinaon this basis .%介绍了目前国内外适用的三类海洋生态补偿方式：经济补偿、资源补偿和生境补偿，并就其主体、适用范围、前期投入、经济效益和环境效益等方面进行了比较，指出了生境补偿是目前海洋生态补偿的最佳方式。阐述了海洋生态补偿国内外研究和实施进展，并在此基础上提出了我国开展海洋生态补偿的方向和建议。
