论公安文化惠警工程之实践与成效--以福建省福清市公安局为视角

摘要

Police culture is a complex of various cultural elements of police force .In addition to the inherent factors with historical inheritance , the form and contents of police culture tend to be constantly changing and upda-ting with the progress of times and situation .In the new era , in the intersection of internal and external situations , the police force bears unprecedented pressure , so its cohesion and fighting capacity is being under re -inspection . Under this circumstance , the police culture is pushed forward and developed further accordingly and is now flour-ishing around the country .The practice and achievements of "Police Culture Benefits Project"by Fuqing City Pub-lic Security Bureau of Fujian Province , have undoubtedly provided a reference for the development direction of po-lice culture in the new era .%公安文化乃是隶属于警察队伍自身的各种文化元素的复合体。公安文化除了固有的历史传承性因素之外，其形式与内容往往伴随着时代与形势的发展而不断变化与更新。在新时期复杂的内外局势交集中，警察队伍所承受的前所未有的压力，使其自身的凝聚力与战斗力重新面临着检验。公安文化建设正是为此得到推动与深化，并在全国范围内呈现百花齐放之势。福建省福清市公安局文化惠警工程的实践与成效，无疑为新时期公安文化的建设展示了一个值得借鉴的发展方向。
