我国高校政府采购人员队伍建设问题再探析

         

摘要

自2003年《政府采购法》颁布实施以来,我国各地高校逐步建立各具特色的政府采购管理机制,并在较短时间内取得了显著成效。然而,对尚处于探索阶段的我国高校政府采购工作而言,在采购人员队伍建设方面仍存在经办人员编制不足、业务素质不强、业务培训不足、服务水平不高和监督管理达不到要求等问题。究其原因,既有认识不到位、管理监督机制不健全,也有采购预算较难编制、前期调研论证不充分、工作任务繁重等。因此,当前我国高校要加强政府采购人员队伍建设,就必须着重从强化预算编制、充实采购人员队伍、增强采购人员的基本道德法律素质和业务素质、提高采购人员的服务水平以及建立有效的动态监督体系等方面加快体制机制创新。%Since the promulgation and implementation of the Government Procurement Law in 2003, many col- leges and universities in China have gradually established a distinctive mechanism for the management of govern- ment procurement and have achieved a remarkable success in a relative short period of time. However, as to the government procurement work that is still in the exploratory stage, there still exist such issues as inadequate number of staff, low professional quality, insufficient training, poor service and supervision. The causes include both the lack of understanding, imperfect mechanism for management and supervision, and the difficult procurement budget, inad- equate pre-survey and verification, and heavy tasks. Therefore, to strengthen the government procurement staff team building, China's colleges and universities should speed up the innovation of institutions and mechanism in such as- pects as strengthening budgeting, increasing the procurement workforee, improving their moral, law-biding and pro- fessional quality, promoting the quality of their service, and establishing a dynamic and effective supervision system.
