美军基于能力需求评估方法研究

     

摘要

美军需求管理经历了从无到有,从需求生成系统(requirement generation system,RGS)到联合能力集成与开发系统(joint capability integration and development system,JCIDS)深化发展的过程,为保证装备“与生俱来”的联合性,确立了基于能力需求评估方法.理解美军基于能力需求评估方法(capability based assessment,CBA)的分析过程和组织实施步骤,从中发现对我军武器装备需求工作有益的启示,对于加强我军武器装备需求论证工作具有一定的借鉴参考意义.%The requirement management of the US army has gone through several phases, from naught to beginning, from requirement generation system (RGS) to joint capability integration and development system (JCIDS), which is a development outcome of the requirement analysis of the US army in order to improve "inherent" joint capability. Therefore, capability-based assessment (CBA) comes into being. The paper researches on the characters of CBA, and puts forward suggestions on the development of requirements, which has some academic and practical significance to enhance requirement demonstration of our army's weapon equipment.
