美军国防服务采办改革的创新及启示

摘要

美军于2016年1月5日发布了国防部指令5000.74———《国防服务采办》，对国防服务采办进行了全面改革。在剖析美军国防服务采办改革实施背景的基础上，阐述了其提高国防工业生产力和国防服务采办效率的一系列举措，主要包括：调整服务采办类型、明确服务采办职责、规范服务采办程序、加强服务采办监管和审查服务采办需求。从转变思想观念、健全法规标准、完善采办策略3个方面，提出了提高我军装备服务采办效益的对策建议。%On January 5,2016,the DOD issued the Department of Defense Directive 5000.74—"Defense Service Acquisition",launching a comprehensive reform for the defense acquisition of serv-ices.This paper,based on the background analysis of the U.S.defense acquisition of services re-form,expounds a series of measures proposed by DOD to improve the productivity of national defense industry and the efficiency of defense service acquisition which includes adj usting acquisition types, defining acquisition duties,regulating acquisition procedures,enhancing acquisition supervisions and inspections and reviewing acquisition demands.The paper also proposes some suggestions to improve the PLA’s efficiency of equipment acquisition of service from three aspects,which includes changing concepts,improving legal standards and completing procurement strategy.
