我国现行的工程量清单报价采用“量价分离”原则，发包人承受工程量变动的风险，承包人承担价格调整的风险。在工程项目研究领域，结合工程实际与合同特点对时间型不平衡报价的识别和防范评审规则的研究较少。通过总结易采取时间型不平衡报价的重点分项工程，确定其报价浮动范围，制定相应重点分项工程分析表，有助于发包人快速有效地判断出投标人是否采取时间型不平衡报价。同时，发包人还应采取有效的防范措施，应对已识别和未识别出的时间型不平衡报价，防止承包人高价结算，减少工程项目的风险。%China's current bill of quantity uses the"volume and price separation" principle. The developer undertakes the risk of changes in engineering and the contractor undertakes the risk of price adjustment. In the field of project management,combined with the actual characteristics of research projects,the studies on identification and prevention review rules of time type unbalanced bidding are rare. Therefore,by summarizing the focus of sub-projects likely to adopting time type unbalanced quote,determining its offer floating range,and developing appropriate sub-projects analysis table,employers can quickly and efficiently determine whether the bidders should take time type unbalanced offer. Meanwhile,the employer should also take effective preventive measures to deal with both identified and unrecognized time type unbalance quote,prevent contractor expensive settlement,and reduce the risk of the project.
