农地经营权流转中农民权益保障探析

摘要

党的十八大指明了我国农地制度改革的方向,明确了农地流转作为深化农地制度改革的重要抓手.但在农地流转过程中,多方面原因导致农民权益受损.以农地流转和保护农民权益为线索,明确界定农地流转和农民权益等重要概念,在此基础上分析农地流转现状和农民权益保障问题,可以进一步提出和完善相关法律法规,完善涉农社会保障,增强农民权益自我保护意识等各方面措施和建议.%The 18th National People's Congress of the Communist Party of China has made clear that the transfer of farmland is a crucial part of deepening the reform of farmland system, pointing out the direction of farmland system reform.But during the transfer, many factors harm the rights and interests of farmers.This article uses farmland transfer and protection of farmers' rights as the clue, defines clearly the important concepts of farmland transfer and rights and interests of farmers, analyses the status quo of the problem, proposes ways to perfect relevant laws and social security concerning agriculture, and provides some methods to enhance the farmers' self-protecting consciousness.
