日本殖民统治“关东州”时期，殖民当局为了加强对农民和城市中小工商业者的金融统制，成立了农村金融组合和城市金融组合，吸引农民、中小工商业者加入金融组合，吸收他们的存款，通过地方财政补助向他们发放贷款，发放金融组合债券，其根本目的是以更加有效的手段从政治上和经济上控制城市的中小工商业者和农民，加强对大连的经济掠夺。%In Kantoshu period Japan established village and city finance groups to strengthen their control over the finance of the peasants and the medium-sized businesses to take in their money and to distribute loan and financial bonds through local fiscal branches to control the peasants and the medium-sized business in economy and politics to grab the economy of Dalian.
