基于国际工程项目全生命周期的风险管理

         

摘要

The number of international construction projects assumed by Chinese construction companies has increased dramatically with the implementation of the Belt and Road strategy. Due to a variety of risks in the process of international construction projects, risk management is becoming a matter of paramount importance to ensure the completion of projects successfully. In order to reduce the adverse effects of risk to the international construction projects and improve the validity of risk management, this paper provided guidelines for the selection of risk management techniques based on the life cycle and special characteristics of international construction projects and the risk management process. Using risk breakdown structure to identify the critical risk factors of projects and applying fuzzy analytical hierarchy process to risk assessment were mainly discussed. At the same time, a risk management dynamic model based on the life cycle of international construction projects was established. In the case study, all critical risk factors were identified in Ankara-Istanbul high-speed railway project in Turkey from the project life cycle perspective by means of proposed risk management dynamic model, so that the project risk level was evaluated according to the risk assessment index system. As a result, this case study verified the feasibility of the risk management model in practical work. The research findings of this paper will provide useful suggestions to local construction companies when they complete international construction projects and refine risk management system in the future.%随着"一带一路"战略的推进,我国承担的国际工程项目数量大幅增加,加之国际工程项目面临风险的复杂性,风险管理日渐成为保证项目成功的重要因素.为降低风险对国际工程项目的不利影响,提高风险管理工作的有效性,本文根据国际工程项目的特点,从项目全生命周期的角度出发,结合风险管理过程研究了常用风险管理方法及技术的适用阶段,提出运用风险分解结构法辨识国际工程项目中存在的主要风险,并将模糊层次分析法应用到项目的风险分析与评价过程中,构建了基于国际工程项目全生命周期的风险管理动态模型.运用此模型识别出土耳其安伊高速铁路项目全生命周期的主要风险,且利用建立的风险评价指标体系对项目的风险水平做出评价,结果验证了该模型在项目风险管理中的适用性,可为完善我国工程公司境外承担国际工程项目的风险管理体系提供参考.
