我国低空空域管理改革意见的颁布给航空界带来了不小的冲击,业内出现了一些违背客观规律的观点。为了我国通用航空安全发展,本文结合中国航空业发展体系,分析了目前通用航空发展能力水平,从一个较为理性的角度看待低空空域开放问题,明确了低空空域管理改革的核心是航空安全,并且针对开放低空空域问题提出以人为本,树立以安全为中心的思想,建设全面系统的安全运行空管体系。%The new low altitude airspace management reform has brought great impact to aviation industry that even some practitioners consider that the reform has breached the objective law. In order to improve Chinese general aviation, formation and developing level of general aviation is analyzed. Some proposals that focus on people foremost and aviation security are put forward. A comprehensive and systemic aviation management system is built as the main standpoint of the reform is safety. All the points mentioned about the open of the low altitude airspace depend on rational knowledge.
