After 7 years'adjustment,Chinese economy is stepping into the key stage of building a new growth platform.Chinese government should recognize the multi-features of the transition of growth stage,deepening reform of the system and opened-large-economic country,continually optimize the thinking and framework of macroeconomic regulation,and strive to realize economic re-balance under the constraint of high leverage,multiple risk and limited policy space.Setting macroeconomic regulation target should stick to the principle of quality superior to speed,and give full employment,price stability and financial stability greater prominence.China should:a.implement the overall prudent monetary policy and the proactive fiscal policy to improve the combined efficiency of macroeconomic regulation;b.deal with the relationship between reform and regulation,andvigorously promote reform in major areas and open policy space for steady growth;c.improve themechanism of price formation of factors,strengthen property and budget constraints,and smoothrnpolicy transmission mechanism;d.enhance expectation management,focus on international macropolicycoordination and improve multilateral and bilateral coordination mechanisms;f.make full useof the most of the big data,strengthen the inter‐departmental information sharing and improve thedecision‐making support system.%在经历长达7年多的调整后,我国经济正进入构筑新增长平台的关键时期,需考虑增长阶段转换、体制改革深化和开放大国经济等多重特征,不断优化宏观调控思路和框架,努力在高杠杆、多风险和有限政策空间约束下实现经济再平衡.宏观调控目标设定要按照质量优于速度的原则,把充分就业、物价稳定、金融稳定放在更加突出的位置;实施总体稳健货币政策和积极财政政策,提升宏观调控的综合效率;处理好改革和调控的关系,积极推进重大领域改革,为稳增长提供政策空间;完善要素价格形成机制,硬化产权和预算约束,畅通政策传导机制;加强预期管理,注重国际宏观政策协调,完善多边和双边协调机制;充分借助大数据互联网,加强部门间信息共享,健全决策支持体系.
