陈云同志'鸟笼经济'思想对处理政府与市场关系的启示

Chen Yun is one of the pioneers and founders of China's socialist economic construction.At the beginning of reform and opening up,he puts forward the"birdcage economy"theory,a vivid description of the advantages and disadvantages of government plan and market.Under the current background of comprehensive deepening reform,how to deal with the relationship between the government and the market has much important significance for us.Based on this,the paper analyzes the connotation of"birdcage economy"theory,discusses the inspiration for deepening the reform in the context of correct handling of the relationship between government and market from five aspects:unswervingly adhering the basic economic system to the primary stage of socialism,attaching great importance to macro-control under the condition of socialist market economy,fully realizing the importance of government and market division boundaries,giving full play to the five year plan in the economic regulation,flexible using of Marx's dialectical materialist point of view.%陈云同志是我国社会主义经济建设的开创者和奠基人之一,他在改革开放初期提出的"鸟笼经济"思想,形象生动地描述了计划与市场两种手段各自的利弊,在当前全面深化改革的背景下,对我们正确处理政府与市场的关系具有许多重要的方法论意义.基于此,文章深入分析"鸟笼经济"思想的内涵,并从毫不动摇地坚持社会主义初级阶段的基本经济制度、高度重视社会主义市场经济条件下宏观调控的重要性、充分认识确定政府和市场职能分工边界的重要性、充分发挥五年规划的重要作用并不断总结完善、在经济调控中灵活运用马克思主义唯物辩证法的观点等五个方面,探讨其对全面深化改革背景下正确处理政府与市场关系的启示.
