屋顶光伏是分布式光伏的代表,也是光伏发展的助推器.屋顶光伏革命先后在德日等国引爆,我国光伏发展既需要也正迈向屋顶光伏革命.我国屋顶光伏发展潜力巨大但困难重重,既有商业模式难以引爆屋顶光伏革命,亟须基于平台与分享经济的商业模式创新.基于平台与分享经济的我国屋顶光伏革命影响深远,需要相应政策支持:制定"千万屋顶光伏计划"并出台相应激励政策;推行基于闲置屋顶与资金分享经济的光伏发展模式;协调分布式与集中型光伏的有序发展;促进光伏市场与产业的良性互动发展;发展光伏银行等绿色光伏金融;理顺屋顶光伏绿色补贴与居民用电补贴的关系;引导养老等保险基金对接屋顶光伏;鼓励大型国有煤炭企业发展光伏服务业.%The rooftop photovoltaic revolution is the representative of the distributed photovoltaique and also the booster of photovoltaic development.The rooftop photovoltaic revolution has been set off in Germany and Japan,and the photovoltaic development in China not only needs the rooftop photovoltaic revolution,but also proceeds towards it.The development potential of the rooftop pv in China is pretty huge,but also there are many difficulties.It is difficult to ignite the roof photovoltaic revolution with the current business model,and it is urgent to innovate the business model based on the platform and sharing economy as well.On the basis of the platform and sharing economy,China's rooftop photovoltaic revolution has far-reaching influence but needs corresponding policy support:formulate the"ten million rooftop photovoltaic plan"and issue the corresponding incentive policies;carry out the photovoltaic development model based on the idle roof and capital sharing economy;coordinate the development of the distributed and centralized photovoltaique;promote the positive interaction between photovoltaic market and industry;develop the green photovoltaic finance,such as photovoltaic bank;rationalize the relationship between the green subsidies of the rooftop photovoltaique and the electricity subsidies of residents;guide the pension and other insurance funds to connect the rooftop photovoltaique;and encourage the state-owned large-scalecoal enterprises to develop photovoltaic service industry.
