The device has a platform (1) installed on a surface e.g. roof and terrace. A frame (2) is fixed on the platform in detachable manner. The platform includes two free parts that are placed on sides of the frame to support ballasting masses (3) such as ballasting flagstones or revegetation complexes. The ballasting masses allow ballasting of the platform and displacement of a user on the platform beside a solar panel (P) i.e. photovoltaic panel.
