The platform (1) has a fixed joint (4) connecting a photovoltaic solar panel (2) with a floating base (3), where the panel is connected to a movable joint (5) of an upper emerging part (6a) of a dipping element that is separated from the base to form a ballast (6). The ballast has a lower part (6b) that is immersed in water (7) along a variable depth based on a predetermined air-water ratio to assure ballasting corresponding to optimal angular orientation of the solar panel based on a variable position of the sun.
