党的十八大报告将生态文明建设与经济建设、政治建设、文化建设、社会建设并列，进一步明确了中国特色社会主义事业的“五位一体”总体布局。加强生态文明建设是深入贯彻落实科学发展观、实现经济发展方式转变的必然要求。文章按照十八大的部署和要求，提出了建立生态补偿机制等建设美丽达州的途径。%The report of the Party’s 18 th National Congress places stress on the construction of ecological civilization, economic construction, political construction, cultural construction and social construction, and further clarifies the “five-in-one” overall layout of the socialism cause with Chinese characteristics. To strengthen the construction of ecological civilization is imperative to implement the scientific development outlook and realize the transformation of economic development mode. According to the overall planning and requirements of the Party’s 18th National Congress, this paper puts forward the proposal to construct the beautiful Dazhou City by means of ecological compensation mechanism.
