渝东北生态涵养发展区是重庆市政府对渝东北地区（三峡库区）的区域功能定位，体现了市政府对长江上游生态屏障建设的高度重视，同时也为未来渝东北地区社会经济发展作出了明确的指引——发展低碳经济。不过，所谓的低碳经济，并不仅包括低碳工业、低碳农业等生产部门，还包括极其重要的流通部门，即低碳物流业。文章在对渝东北生态涵养区当前物流业发展现状的调查研究基础上，结合发达国家在低碳物流发展中所积累的成功经验，提出了渝东北生态涵养区低碳物流发展的路径，希望能为中央政府和重庆市政府的三峡发展战略、库区移民后期扶持等工作提供决策参考。%The regional function of Northeast Chongqing (the Three Gorges Reservoir Area) is designed as the ecological conservation development area by the government of Chongqing, which reflects its emphasis on the construction of the ecological barrier in the upper reaches of the Yangtze River, and also makes clear the guidelines for the low carbon of social and economic development in Northeast Chongqing. However, low carbon economy does not only include the low-carbon industry, low-carbon agriculture and other production sectors, but also includes the important part of circulation, that is, low-carbon logistics industry. Based on the studies on the present situation of the development of ecological conservation area in Northeast Chongqing and the successful experience of developed countries in the development of low-carbon logistics, the path design of low-carbon logistics development in the northeast Chongqing is supposed to provide a reference for the Three Gorges development strategy and reservoir migrants support in the late period of the central government and Chongqing government.
