Scientific data is an important strategic resource, and scientific data management has received extensive attention in academic research and practice. Scientific data management pertains to the utilization of scientific data, and the scientific data requirements can be identified through observation and research of the scientific data uses. This paper discusses relevant research on scientific data citation using the academic achievements of citation content analysis as reference. The citation content analysis framework of scientific data was developed, which divided the importance of scientific data based on the citation functions, and the value of the scientific data and its sources was judged according to their importance. The consistency of the framework was tested by quantitative analysis, and 32 English papers in the field of oceanography were selected as samples to analyze the value and source characteristics of the scientific data in oceanography.%科学数据是一种重要的战略资源,科学数据管理的相关研究与实践受到广泛的关注.通过观察和研究科学数据的利用情况可以发现科学数据的管理需求,科学数据管理又能促进科学数据的利用.本文对国内外科学数据引用研究的文献进行梳理,并借鉴国内外有关引用内容分析的研究成果,尝试创建一套科学数据的引用内容分析框架.该框架基于引用功能划分了科学数据重要性,根据引用重要性再进一步判断科学数据及其来源的价值.采用定量的方法对框架的一致性进行了实证检验,并选择海洋学领域权威期刊上的32篇英文文献作为样本,利用该框架分析海洋学领域科学数据的价值和来源特征.
