论新加坡秩序建设对中国行政体制改革的启示

摘要

Order construction is the core of the administrative system of Singapore.Singapore established the rules of law, clean,democratic,open administrative system through the mechanism of democracy under the political authority,strict rule of law,and the administrative power and the right of decision-making phase separation of the three phases of the administrative reform.At present Chinese the reform of administrative system is facing many challenges,research on Singapore order construction,has the important enlightenment to the China deepen political system reform.%秩序建设是新加坡行政体制的核心。新加坡通过民主机制下的权威政治、严格法治、行政权与决策权相分离这三个阶段的行政改革，建立了法治、廉政、民主、开放的行政制度。目前中国行政体制改革面临众多挑战，研究新加坡秩序建设，对全面深化政治体制改革具有重要启示。
