常州市位于我国发达的长三角地区，与省内的无锡、苏州相比，空间距离虽然很近，但县域经济发展水平却相去甚远。其经济发展的最大问题是区域发展的不平衡，突出表现为县域经济发展的差距。造成这一差距的根本原因既有主观因素也有客观因素。从主观方面分析是开放开发观念的落后和部分干部群众的拼搏、奋斗精神不足；从客观方面分析则是长期以来当地缺乏大型投资项目，缺乏经济增长的要素集聚，特别是资本、技术和企业家才能等要素的稀缺。要实现常武地区与金坛、溧阳的协调均衡发展，关键是要做到“六个度”，即：超前规划，凸显高度；项目建设，加快进度；产业发展，扩展维度；经济转型，强化力度；机制创新，保持“鲜”度；政府管理，坚持法度。%Changzhou is seated in the developed Yangtze river delta region of China.Compared with Wuxi,Suzhou,it is physically close to them but lags behind them economically.The biggest problem is the unbalanced regional development,especially for the county economy gap.The root cause of this unbalanced development has both subjective and objective factors.Subjectively, its officials are backward in opening conception and insufficient in hardworking spirit.Objectively,it has been long lacking large-scale investment projects,economic growth factors.Capital,technology and entrepreneurial talents are particularly scarce.To achieve balanced development within its region,six key points must be ensured:pre-planning,project con-struction,industrial development,economic transformation,mechanism innovation and legalization of govern-ment administration.
