采用实地观察法、文献资料法及专家访谈法等研究方法,基于情报学、谈判学等相关理论,通过观察和研究北京奥运会及世锦赛中田径强国的申诉工作,结合实践客观分析体育代表团申诉团队的构成要素、基本工作方法和程序及其在赛时具备的功能.可以认为:体育代表团申诉团队在竞技比赛时如果能够主动把握申诉时机,有效运用申诉战术和技巧,就能增加本代表团的申诉成功率.因此,提高赛时申诉维权意识、掌握申诉团队系统的工作内容和严谨的工作程序,提高赛场情报的收集能力,运用谈判技巧知识,打造一支专业的申诉团队有助于我国代表团在国际赛事中获得话语权和提高申诉的胜诉率,是避免我国在国际竞技体育赛事中再次出现"零申诉成功率"现象的有效途径.%By using practical experience analysis, literature review and interview method, based on the theories of information science and negotiation, through observation and research on the appeal work of Beijing Olympic Games and world athletics championship, this paper summarizes the content and procedure of appeal work of appeal team of sports delegation. The result shows that if the appeal team of sports delegation can take the initiative to seize the opportunity in competition, effective use of appeal tactics and techniques, the success rate of the appeal of the delegation can be increased. Therefore, improving the awareness of the appeal rights in competition, mastering the systematic work procedures of the appeal team, improving the intelligence gathering ability, using the knowledge of negotiation skills, and creating a professional appeal team are helpful for the Chinese delegation to gain the right to speak in the international competition, raise the success rate of appeal. It is an effective way of avoiding the phenomenon of "zero appeal success rate" in the international competition.
