我国改革开放以来，一些地区片面追求经济高速增长导致环境危机日益凸显，出现了环境哲学问题和环境伦理问题。当前我国已提出环境友好型环境观和生态文明型环境观，生态文明型环境观是对环境友好型环境观的更高层次发展。生态文明型环境观已成为我国社会政治、经济和环境全面发展的灵魂理念，而作为建设高效生态经济区的黄河三角洲开发自始至终都应树立、贯彻和遵循生态文明型环境观。生态文明型环境观对黄河三角洲高效生态经济区建设具有重要的理论意义和实践意义。%Since the reforms and opening-up, the abnormal high economic growth has increasingly raised envi- ronment crisis and environmental philosophical and ethic issues have appeared. At present, friendly environmental concept and ecological civilization environment concept have been proposed in China. The latter is the higher devel- opment stage of the former. Ecological civilization environment concept has become the soul of the overall develop- ment of Chinese social politics, economy and environment. Ecological civilization environment concept should be es- tablished, implemented and followed in the construction of Yellow River Delta High Efficiency Economic Zone from the beginning to the end. Ecological civilization environment concept has important theoretical and practical signifi- cance for the construction of Yellow River Delta High Efficiency Economic Zone.
