黄河三角洲高效生态经济区体制机制创新的路径选择

摘要

当前,黄河三角洲区域内的发展更多的还是以资金资源投入和数量增长为主要内容的＂硬＂发展,体制机制的创新虽然得到关注,但仅停留在＂解放思想＂的阶段,从区域经济发展的高度而言还远未破题。由于区域内经济发展的外向程度不高,专业分工不强,大企业嵌入式特征明显,长期以来主要沿袭传统经济发展模式,距离高效生态的要求和定位还有较大差距,体制机制创新任务艰巨而繁重。为此,要以形成经济发展与生态保护有机结合、良性互动、协调推进的体制机制为目标,坚持观念先行、先易后难、示范带动、区域联动和借鉴吸收的原则,进一步推动体制机制创新,为高效生态经济的发展提供强大动力和制度保障。%Presently,the development of Yellow River Delta is the development of hardware,including capital investing,resource consumption and GDP increasing.Innovation of system and mechanism has been taken care of,but it is still at the initial stage of the promotion.The task of innovation of system and mechanism is difficult and strenuous,because of the traditional economic development mode.Therefore,we should promote the innovation of system and mechanism to provide the formidable power and the advantageous safeguard for the development of high efficiency eco-economy.
