Morality is a constitutive element of state governance system, affecting all dimensions of state governance. At the level of values, morality restricts the formation of the concept of governance and can get rid of power standard; at the level of system, as an invisible system, morality not only constitutes the basis of state governance system together with other visible systems but also affects visible system development by interaction among systems; at the level of practice, morality provides the subject of good governance, creates a good values environment, enhances the degree of social cohesion and provides the necessary moral oversight .%道德是国家治理体系的构成性要素，影响着国家治理的各个维度。在价值层面，道德制约着“治理”理念的形成，推动着“权力本位”的破除；在制度层面，道德作为一种隐性制度，不仅与其他显性制度共同构成了国家治理的制度基础，还通过制度间互动，影响着显性制度的建构；在行动层面，道德为国家治理提供了“善”的治理主体，创设了良好的价值环境，增强了社会凝聚度，提供了必要的道德监督。
