县域间基本社会保障服务均等化研究——以县域大省河北为例

摘要

The basic social security is one of the most basic level of public service provided by the government.It requires that all area residents to enjoy the level of equalization.From the view of the actual conditions of county level in Hebei Province,there are great regional differences in terms of basic public service supply,or basic public service demand.The difference is affected by multiple factors,for example the social and economic system,the social security management,the county financial situation,the government will degree and the cost of public services.To achieve the equalization of basic social security,we need gradually improve the urban-rural dual structure,implement the unified equilibrium of social security system,guarantee the equalization between prefectural region finance level,set up the concept of the people's livelihood,redue the cost difference of public service supply.%基本社会保障作为维系人的生存权和发展权、维持社会安全与稳定底线的一种最基本层次的公共服务,客观上要求各区域居民享受水平的均衡化。从河北县域层面的实际看,无论是政府对基本公共服务的供给,还是公众对基本公共服务的享受,都存在较大的区域差异。这种差异与经济社会制度、社会保障管理、县域财力状况、政府意愿程度、公共服务成本等多种因素相关。减缓这些差异,实现基本社会保障服务的区域均等化,需要逐步消除城乡二元的体制落差、达到社保制度的统一均衡、实现县域财力的大致均等、树立民生优先的共同理念和降低社保供给的成本差异。
