消防行政程序的冗繁已不能适应执法任务繁重、警力偏少、简易案件较多等客观情况，且消防行政执法中的简易程序在适用条件、程序设计、证据制度以及对当事人的权利保障等方面存在诸多不足。针对立法中的缺陷，结合基层执法工作经验，从适用条件、处罚程序、执行程序、备案期限和救济程序等8个方面提出完善消防行政简易程序的立法对策。%The complication of fire administrative procedure can not adjust to the objective situation where there are heavy enforcement tasks, not enough police force, too many simple cases and so forth. And there are several shorta- ges of the fire administrative enforcement in many aspects, such as the applicable condition, the program design, the evidence system and the protection of the concerned people＇ s rights. This article is point,~d at the defect of the legis- lation and associated with the work experience in basic law enforcement to put forward the countermeasure of the fire control administrative procedure in eight aspects, including the applicable condition, the punishment procedure, the execution procedure, the time limit of record, the emergency assistance and so on.
