低碳经济是当今世界发展共同的机遇，发展低碳经济已成为发展中国家的必由之路。面对碳排放这一外部性问题，国家需要通过经济政策对市场失灵加以调控以推动节能减排。笔者通过分析中国低碳经济发展的现状，阻碍低碳经济发展的原因从低碳政策取向方面提出了目前发展低碳经济中出现的问题与建议。%Low-carbon economy is the opportunity for common development in front of the world today,and de-veloping low-carbon economy has become the only way for developing countries. Faced with the external prob-lem of carbon emissions,the country needs to regulate and control the market failures by economic policies so as to promote energy conservation and emission reduction. The author analyzes the status quo of Chinaˊs low-car-bon economy and the hindrance to the development of low-carbon economy and puts forward issues and sugges-tions to current low-carbon economy in terms of the policies on low-carbon emissions.
