川西北高原牧区社会建设路径探讨

摘要

介绍了社会建设的主要内容和建设重点,分析了川西北高原牧区区情特点,指出现阶段川西北高原牧区社会建设的主要内容既包括狭义的社会事业,又包括中观的社会管理.分析了川西北高原牧区社会建设面临的机遇和挑战,川西北高原牧区正面临最好的政策机遇和发展时期,但社会建设仍存在很多薄弱环节,一是社会结构与经济结构不协调；二是基层政府社会建设能力较差；三是回应民众公共需求能力不足；四是基本公共服务可及性差距大.提出了川西北高原牧区社会建设的路径选择:增强基层政府社会建设能力；以民生工程为重点促进社会建设；以生态建设为契机助推社会建设；借助外力发展基本公共服务；强化社会建设工作监督考评机制.%The main content and construction key point of social construction were introduced, the characteristics of the northwest Sichuan plateau pastoral area were analyzed. It was pointed out that in current stage,the main content of social construction in the northwest Sichuan plateau pastoral area not only include social enterprise,but also include social management. Its social construction is facing the challenge of the incoordination between society and the economy,the poor government capacity, the lack of capacity to respond to public demand. The route choices for social construction in the northwest Sichuan plateau pastoral area were put forward;strengthening local government social construction ability; relying on livelihood engineering to promote social construction;promoting social construction with ecological construction as opportunity; developing basic public service with the help of outside force; strengthening monitoring evaluation mechanism.
