完善干部交流制度的几点思考--以铜陵干部交流实践为例

     

摘要

The exchange of cadres system is an important part of China's cadre and personnel system,which plays an important role in cultivating and training reserve cadres. Based on the strict implementation of the document spirit of the Central Committee of the Communist Party of China and provincial Party committee about cadres exchange work,combined with changes of government and institutional reform,there are plans to promote the cadres between regions,between departments,between the upper and lower levels,and orderly flow of personnel within the department of internal. Since 2008, Tongling has totally exchanged or adjusted 280 county cadres. In 2009 and 2012,it carried trans-department job rotation within the scope of the civil servants of section chief for two times successively throughout the city and organized nearly 160 section-level cadres exchange between the departments,departments and counties,counties. At present,most exchange cadres have become the backbone of various units,enriched their work experience,and promoted its rapid growth,which has enhanced the overall quality of cadres.%干部交流制度是我国干部人事体系中的重要组成部分,为培养和锻炼后备干部发挥着重要作用。铜陵市在严格执行中央和省委有关党政领导干部交流工作文件精神的基础上,结合换届和机构改革,有计划地推进干部在地区之间、部门之间、上下之间以及部门内部有序流动。2008年以来,全市共交流或调整县处级干部280名。2009年和2012年,先后两次在全市范围内开展了科级公务员跨部门交流轮岗工作,组织近160名科干在全市机关各部门、部门与县区、县区之间进行交流。目前,大部分交流干部已成为各单位的工作骨干,丰富其工作经历,促进其快速成长,提升了干部队伍的整体素质。
