终身教育法规的借鉴与重构--《太原市终身教育促进条例》评析

摘要

The regulation on the Promotion of Lifelong Education in Taiyuan ,which was enacted after the three following regulations named the Taiwan Lifelong Learning Act ,the Regulation on the Promotion of Lifelong Education in Fujian Province and the Regulation on the Promotion of Lifelong Ed-ucation in Shanghai as the capital of China’s first city of lifelong education laws and regulations ,the birth of it is of great significance .The birth of the regulations on the promotion of lifelong education in Taiyuan is from practice to theory level , from the policy level to the level of development of the inevitable result of regulations . It has fully reflected the characteristic of reference , inheritance , innovation ,etc and generally reflects its authority and effectiveness .%　　《太原市终身教育促进条例》是继《台湾终身学习法》、《福建省终身教育促进条例》、《上海市终身教育促进条例》之后的中国第一部省会城市终身教育法规。它的诞生是从实践层面到理论层面，从政策层面到法规层面发展的必然结果，具有十分重要的意义。它充分体现了借鉴、承继、创新等特点，从总体上体现了权威性和实效性。
