开放大学的建设是促进终身教育发展、建设学习型社会所采取的一项重要教育举措。在高等教育大众化的趋势下，电大进入了开放大学建设的阶段。省域型开放大学要走多元化、错位发展的路子，“应用型”是一个基本导向，它能够沟通学历教育和非学历教育之间的融合，实现高等教育、职业教育和继续教育的衔接。开放大学建设需要遵循社会需求、政府意图和市场引导三个路径，与区域经济协同发展、互动耦合，形成省域开放大学建设的特色和优势战略支点。%Building open university is an important way to promote the development of lifelong education and build a learning society .Under the background of popularization of higher education , Radio & TV University has been developing into the construction of open university .The provincial level open university should become an application oriented university with diversified and dislocation development .It can integrate diploma education with non diploma education ,so as to achieve the goals that higher education ,vocational education and continuing education are connected with each other .The construction of open university should follow three rules :social needs ,government’s intentions and market guidance .It can develop with regional economics and interact with each other ,so as to form the characteristics and advantages of the provincial level open university .
