在战前日本吞并朝鲜的过程中，日本大陆浪人与政府的官方外交互为表里，为殖民朝鲜发挥了作用。作为大陆浪人的代表，黑龙会首领内田良平主要进行了三项工作：首先，内田在出任朝鲜统监府顾问时期，收买扶植了朝鲜亲日傀儡组织一进会，协助完成第三次日韩协约的签订，为日本吞并朝鲜创造了条件。其次，内田在辞去朝鲜统监顾问职务后操纵一进会发起“合邦请愿运动”，同时就吞并朝鲜问题策动政府内部的激进派压制朝鲜统监府中的渐进派，加速了吞并进程。第三，在实现吞并朝鲜计划时期，内田在日本国内煽动舆论，着意培养年轻人才辅佐自己实施“大业”，并在受到退韩处分之后策划朝鲜统监的更迭。%During the Japan’s Annexation of Korea , Japanese Continental Ronin, the deputy of Japanese pre-war Right-Wing forces, played an important role by interacting with the government’s official diplomacy. After the signing of the Treaty of Portsmouth, in order to annexate Korea, Uchida Ryohei,the leader of Black Dragon Society, carried out three main operations. Firstly, as the officer of Resident General of Korea, Uchida Ryohei fostered Iljinhoe, a pro-Japanese puppet organization in Korea, to assist the signment of Japan-Korea Treaty of 1907. Secondly, after resignation from Resident General of Korea, Uchida Ryohei manipulated Iljinhoe to campaign the petition movement of merging Korea into Japan. Meanwhile, Uchida also instigated the radical force in the Japanese government such as Yamagata Aritomo and Terauchi Masatake to suppress the progressive force, like Yitou Hirofumi and Sone Arasuke. In this way, the process of Japan’s annexation of Korea was accelerated. Thirdly, Uchida Ryohei incited pubilc support for the annexation of Korea and cultivated young talents to serve his purpose. After being expelled from Korea, he planned the alternation of leader in Resident General of Korea.
