重庆市排污权交易现状分析及对策研究

摘要

排污权交易作为一种基于市场的环境经济政策，在环境容量资源配置中发挥着重要作用。重庆市率先在我国西部启动排污权交易试点，进行了有益探索。在对重庆市排污权交易试点现状全面阐述的基础上，提炼出了排污权交易“重庆模式”的六大特点，分析了试点存在的主要问题，研究提出了对策建议。%As an economic policy based on the market ,emission trading plays an important role in the environmental capaci-ty resources allocation .Chongqing city took the lead in starting emission trading pilot in the west .Based on the comprehen-sive elaboration on the status of emission trading pilot in Chongqing city ,six characteristics of the emission trading“Chongqing model”are extracted ,the main problems existed in the pilot are analyzed and some countermeasures and sugges-tions are put forward .
