Explore the cause of the offside penalty soccer game, in order to infer the inevitable trend of introducing electronic football game, the referee offside penalty.It considers that penalty should mainly obtains referee’s decision,electronic referee’s penalty as a reference,and the related departments or corporation should develop the electronic referee system of high quality and inexpensive.%研究引起判罚足球比赛越位的原因，探讨是否有必要引入电子裁判对足球比赛越位进行判罚，认为以电子裁判为辅，以裁判员的决定为准，尽可能开发价廉高效的电子裁判系统。
